Bankruptcy Ring Problem Deepens

Our website is dedicated to provide information and educational content for those people already in or who are considering filing for bankruptcy:" A request dated 24 August 2009 for criminal investigation of a Bankruptcy Ring has been filed which names Trustee Jeffry Locke and his attorney, Reidun Stromsheim et al. The complaint was served on the Northern California Federal District Court and the Northern California Bankruptcy Court, Santa Rosa Division. The complaint was filed by Dr. Anna Vertkin MD under cases C-09-00393 JSW, C-09-00701 JSW, 08-12189 according to Dr. Vertkin. The complaint was served on the Director of the FBI, The Attorney General of the United States of American, The U. S. Department of Justice, The Attorney General of the State of California and the U. S. Bankruptcy Trustee. A bankruptcy ring is defined as an association of one or more individuals engage in various acts to defraud another.

The ongoing bankruptcy case of a well known physician in Northern California has assumed new and more dramatic dimensions. Dr. Anna Vertkin MD has filed a request with various law enforcement agencies and with San Francisco Federal District Court and Northern California Bankruptcy Court, Santa Rosa, to launch a full blown investigation into an alleged Bankruptcy Ring. Also filed was a Victim Impact Statement.

Dr. Vertkin, in her interview with Robert Marshall, of www. bankruptcyconsumerprotection. com, was qoted as saying "The defendants named in the request for criminal investigation include Trustee Jeffry Locke and his attorney, Reidun Stomsheim. Other defendants include include Attorneys Sanford M. Cipinko, R. G. Long, Patrick Macias, David Pai, Timothy Perry and Assistant US Trustee, S. F. Donna Tamanaha and individuals Galin Georgiev and Michael Vertkin,"

Multiple charges in the request for criminal investigation include but not limited to Racketeering, Violation of Title 42, RICO, Fraud, etc., according to Robert Marshall.

Dr. Vertkin MD, in an interview with www. bankruptcyconsumerprotection. com, also alleges numerous violations of "Moral Turpitude laws by the defendants including: making false representation, knowledge of false representation by the perpetrator, reliance on the false representation by the person defrauded, intent to defraud, acts of committing fraud, arson, blackmail, burglary, embezzlement, extortion, false pretenses, forgery, fraud. All charges are all available on www. pacer. gov."

Defendants, San Francisco Bay Area Trustee Locke and attorney Stromsheim were practicing professionals in the Bankruptcy Court at Santa Rosa, California in 1990 and were involved in a case brought by Paul Sosnowski. This was reported by California Lawyer, January 1991 issue.

The California Lawyer article went on to say that Sosnowski was represented Dexter Jacobson who uncovered multiple crimes in the Santa Rosa Bankruptcy Court and was about to disclose charges to the FBI was shot dead the night before he was to have disclosed his discoveries concerning the Santa Rosa Bankruptcy.

Further, according to California Lawyer and the SF Journal, although the murder of Dexter Jacobson remains unsolved, the files have been sealed by the FBI in Washington. An additional report authored by a specially appointed DOJ investigator and studied the Santa Rosa Court, was sealed by its then and currently presiding judge, Judge Alan Jaroslovsky.

According to court records, Federal District Court in San Francisco refused to hear the case filed by Dr. Vertkin. The matter was remanded by Judge White back to the very court which Dr. Vertkin alleges criminal wrongdoing.

Dr. Vertkin has clearly stated that she "fears for her life especially considering the unknown and secreted histories of the defendants Locke and Stromsheim."

Dr. Vertkin questions "who is paying this bankruptcy ring to destroy my professional reputation as a highly respected physician and as a human being. I believe, that this vicious campaign, carried on without regard to the rule of law is linked to my having confronted some of the biggest health insurance companies in the world."

Former Attorney John Ashcroft has said "Perhaps there is no power more easily and profitably abused by corrupted officials than the selective enforcement of our laws. Partners and affiliates in organized rings can easily decline to investigate or prosecute their brethren, and competitors and whistleblowers of this sort of organized crime ring are easily targeted for retribution under the Color Of Law."

"It is exactly this kind of self protection and racketeering which deprives millions of Americans access to due process and their Constitutionally guaranteed rights," said Dr. Vertkin.

Dr. Vertkin was quoted as saying that she "plans appeals and intends to take her case, if required, to the Supreme Court of the United Sates. This kind of injustice cannot stand-either for me or any other citizen of the United States of America."
