“Both government and business are looking for inexpensive, effective methods for teaching English,” Kaufmann says. “Online courses often achieve the cost-saving factor, but finding one that is comprehensive and effective can be challenging. We have taken language learning out of the classroom, which is essentially a low-efficiency environment, and by using leading-edge concepts and technology have created a highly efficient system that delivers fast, measurable results at a low cost.”

It’s very rare for an editor of a spa and esthetics trade magazine to have a direct impact on state legislation for the industry. Monica Schuloff Smith, editor-in-chief of Les Nouvelles Esthétiques, is one editor who does have an influence. On June 8, 2004, Florida governor Jeb Bush reappointed her to a three-year term on the state’s Board of Cosmetology. In her capacity as a board member, Smith has been continually working toward more hours for Florida’s esthetics license, reflecting her belief that education is essential for the industry.

It’s very rare for an editor of a spa and esthetics trade magazine to have a direct impact on state legislation for the industry. Monica Schuloff Smith, editor-in-chief of Les Nouvelles Esthétiques, is one editor who does have an influence. On June 8, 2004, Florida governor Jeb Bush reappointed her to a three-year term on the state’s Board of Cosmetology.

Smith is now serving her second term as a consumer member of the board. In her capacity as a board member, she has been continually working toward more hours for the state’s esthetics license, reflecting her belief—and LNE’s mission—that education is essential for the industry. According to Smith, much of what the board is working on is geared toward making the cosmetology profession in Florida, which encompasses hair, skin and nails, better through education.

“Florida currently requires only 260 hours for an esthetics license, which is a very small amount compared to the rest of the nation,” Smith says. “Among other things, there are reciprocity issues, but most importantly, there has been a consensus that 260 hours simply isn’t enough to cover all that esthetics encompasses these days.”

The board’s attorney general is currently creating language for proposed legislation on increased esthetics license hours. Smith says, “We’re hopeful that legislation to increase the required licensing hours can pass within the next year.”

The International Congress of Esthetics, co-sponsored by LNE, already had a relationship with the Florida board through the state-approved continuing education credits that it offers at its annual Miami educational conference and trade show. But Smith wanted to help raise the industryÂ’s standards further. After a lengthy application process, she was first appointed to the board in February 2003.

Smith feels that her role as a member of Florida’s Board of Cosmetology helps her in her role as editor of LNE, and vice versa. She says, “As editor of LNE, I have an informed perspective on the issues facing the industry. And serving as a board member allows me to see the issues that states struggle with first-hand; I can then apply that knowledge nationally for our readers.”

She adds, “It’s an honor and a privilege to serve the state of Florida. I look forward to fulfilling my role on the board and making a difference for Florida estheticians.”

Private Higher Education Colleges, in conjunction with their UK University partners are able to be more affordable whilst not compromising on quality. The violent student protests could be attributed directly to the Government not having offered alternatives to the proposal, to lift university caps to £9,000.

What was supposed to be a peaceful demonstration, yesterday, turned the capital upside down when student demonstrators smashed through windows.

The violence broke out once the march reached the Conservative Party Headquarters, then the crowd stormed the building and created havoc.

Mr Brink Gardner, Executive Director of Blake Hall College, one of a number of private colleges in London who run degree courses for undergraduate and post graduate students, said that the protest and especially the violence demonstrated could possibly have been averted had the Government offered students a more affordable and viable alternative.

“Had this been done and alternative opportunities identified, I do believe that good sense could have prevailed.”

“What do you expect if you suddenly, seemingly curtail some student’s opportunity to go to university without flagging up the alternatives?” Mr Gardner said.

“Colleges in partnership with UK Universities are ideally positioned to absorb excess capacity students and deliver quality yet affordable tuition. Universities and Government should seriously rethink their strategy on tertiary education.”

As Allister Heath of CITYAM, quite rightly says today:
“There will be more two-year degrees and more distance learning; for-profit companies need to enter the market, which is currently controlled by charities. More innovation and experimentation is needed. Students should embrace, not fear, the current, tentative moves towards the commercialisation of higher education*. It is a shame yesterday’s protesters couldn’t see this.”

Dr. Arafat Awajan, dean of the King Hussein School for Information Technology, stated, "The course stems from PSUT's policy to upgrade the aptitude of its students and meet the labor market's requirements. Students enrolled in Collins College’s bachelor of arts in game design degree programs had the opportunity to work on “The Incredible Adventures of the Amazing Food Detective,” an on-line video game distributed by Kaiser Permanente, America's leading integrated health plan.

“‘The Amazing Food Detective’ is part of Kaiser Permanente's continuing efforts to address the epidemic of childhood obesity,” said Ray Baxter, senior vice president for Community Benefit at Kaiser Permanente. It was designed and developed for us by Digital Dream Forge, a Phoenix-based company that designs and develops web-based games and educational software.

Digital Dream Forge hired Collins College students to work on different elements of the game. According to Carolina Barnes, president of Digital Dream Forge, “As a former Collins instructor, I was familiar with the college’s game design degree programs and hired ten students to help develop game concepts. One of my programmers was also a Collins student. Collins students worked for about six months on different phases of the project. The students did a great job.”

"The Incredible Adventures of the Amazing Food Detective" is the first of its kind - a free, online video game, available in English and in Spanish, that teaches children to eat healthier foods, get more active and manage how they spend their time in front of the computer and television. It takes children through activities that show how to choose healthy foods and get more active. Children playing the game follow the routines of eight culturally diverse children whose activities or conditions would benefit from healthy food and exercise choices. Scholastic, the global children's publishing, education and media company, is distributing supplementary educational materials that meet national standards along with CDs of the game to more than 5,000 public schools nationwide. "I spent a few hours in three of the Walking Tour Wine Bars last Thursday night," reports Samantha Lee, one of the Wine Lab's students. "Our group ranged between five and eight people at any given time. It was great. We had small plates of food to share in a couple of the places, and a whole bunch of wines. I didn't drink a glass of each, but I probably tasted 30 wines. One place specialized in Italian wines, and another was loaded with California wines from tiny wineries. The third place seemed to feature a convention of young single women, whatever that means. We had a lot of laughs."

Bruce Cass Wine Lab has taught Wine Appreciation classes in the San Francisco Bay Area for thirty years, beginning with 12 years on the Stanford University campus before moving to San Francisco. The National Association of Children’s Hospitals (N. A.C. H.) expressed support for children’s health care provisions in the Senate’s health care package unveiled over the weekend. The bill extends the Children’s Health Insurance Program (CHIP) by two years until 2015. However, children’s hospitals are concerned the bill does not go far enough in reducing cuts to supplemental Medicaid payments they receive for providing care to a disproportionate share of low income and uninsured patients.

H.) expressed support for children’s health care provisions in the Senate’s health care package unveiled over the weekend. The bill extends the Children’s Health Insurance Program (CHIP) by two years until 2015. However, children’s hospitals are concerned the bill does not go far enough in reducing cuts to supplemental Medicaid payments they receive for providing care to a disproportionate share of low income and uninsured patients.

''The CHIP extension is a positive step and would ensure that more than 10 million children continue to benefit from health care coverage,'' said Lawrence McAndrews, president and CEO of N. A.C. H.

Also included in the extension language is a provision that would call on the Secretary of Health and Human Services to conduct a study of the benefits and cost sharing protections offered through CHIP and the proposed Exchanges.

''We support children moving into the Exchanges with appropriate benefits and cost sharing protections, but we advocate that the study include a review of reimbursement to ensure provider participation,'' said Lawrence McAndrews, president and CEO of N. A.C. H.

Provider participation under Medicaid is a top issue for children’s hospitals. Medicaid’s underpayment of pediatric services contributes to physician shortages in pediatric specialties and creates significant financial shortfalls for children’s hospitals. Children’s hospitals rely on DSH funds to help offset these gaps.

''There is a clear-cut difference between the Senate and House on Medicaid-DSH funding,'' explained McAndrews. ''The House bill does a better job at recognizing the importance of DSH to children’s hospitals, proposing a $10 billion cut over 10 years compared to the Senate’s new number of $19 billion. We hope the House prevails in its position during conference.''

Originally the Senate had proposed $22.4 billion in Medicaid DSH. The original DSH cuts are based on the premise that safety net hospitals would no longer need these funds as more Americans gained health care coverage. This assumption does not apply to children’s hospitals which use DSH cuts to close shortfalls created by Medicaid underpayment versus gaps created by uninsured patients. On average, Medicaid reimburses children’s hospitals 67 percent of the cost of care when DSH is excluded, 76 percent of cost when DSH is included. More than half of children’s hospitals inpatient days are devoted to children covered by Medicaid.

According to the Association, the Senate also missed an opportunity to improve children’s access to care under Medicaid. Children’s hospitals support an amendment filed by Senator Sherrod Brown (S. Amd. 3185) that would ensure Medicaid payments for pediatric care services be no less than 80 percent of what Medicare pays for the same service in 2010, 90 percent in 2011 and 100 percent in 2012 and subsequent years.

''Senator Brown’s amendment is critically important to pediatrics,'' commented McAndrews. ''Increasing Medicaid reimbursements to Medicare levels would improve access to care by encouraging community providers to participate in Medicaid and lowering inappropriate emergency room usage.

“As health reform legislation has advanced in House and Senate, our biggest concern has been and continues to be that children’s access to care be addressed alongside children’s health care coverage. Coverage without access is meaningless. While children are roughly 25 percent of the population they are 100 percent of our future. We look forward to working with Congressional leaders during the conference process to do everything we can to ensure children are able to receive the right care at the right time and in the most appropriate setting,” said McAndrews.

The Haven Women's Outreach moderates the lunch and learn session allowing human resource staff, managers, and upper-level executives an opportunity to promote and develop intervention and prevention solutions for dealing with domestic violence through their employee assistance programs. Allen Boyd (D-FL) for introducing legislation on July 16 to stop Army Corps of Engineers dredging of the Apalachicola River, and to require the agency to prepare a plan to restore the river's health. In April of this year, American Rivers placed the river on its America's Most Endangered Rivers list, citing the severe ecological damage caused by the dredging operations and calling on Congress to deauthorize this destructive activity.

"Dredging the Apalachicola River for commercial navigation has been a perpetual source of work for the Corps, but a disaster for the river and the taxpayers." said Melissa Samet, senior director of water resources at American Rivers. "We urge the House and Senate to act on this bill without delay."

Despite the Army Corps' aggressive dredging and flow manipulation, use of the river by commercial barges has dwindled to almost nothing. The last company to operate barges on the river ceased operation earlier this year. The Corps has dumped mountains of sand dredged from the river bottom along the river's banks, choking sloughs that supply water to surrounding habitat and threatening local Tupelo honey production. The CorpsÂ’ dam operations that create so-called "navigation windows" -- during which barges can move up and down the river -- also has devastated the river's ecological health, causing populations of sport and bait fish to crash.
