Recently, the village of Bomba in Belize took a huge step forward in technology with help from the Austin, TX-based U. S. organization Grid Earth, also known as GEAR. GEAR’s mission is to bring in reusable and sustainable solar LED light technology that will eliminate the use of kerosene in homes and to aid in the economic growth of their village partners.

Previously, the people of Bomba, as well as thousands of underdeveloped areas use kerosene to read and eat by at night. Kerosene is a flammable liquid used in lamps to provide light, and not only is it highly inefficient, the noxious fumes can lead to a variety of ailments. Kerosene lamps cause countless deaths by burns, fires, and suffocations. Indoor air pollution often results in illness and death. In developing nations, acute respiratory infection, influenza and pneumonia caused by kerosene exposure kill over 1 million people annually, over 60% of whom are under age 14.

GEAR brought in 50 solar lights which was enough to light every home in Bomba. The lights have small solar panels that can be installed on the roof or sit in the window that will charge a par 45 size LED lamp. The lamp is big enough to light up a 10 foot square room. The lamp charges by day, and gives up to 10 hours of use at night on the low setting. Or it will produce approximately 5 hours of light on a high setting which is suitable for reading. The lamps will last for many years to come and the average lifespan of the solar charged battery is estimated to be about 2 years. The village can sustain these lamps from the resulted savings of up to 75% over the cost of kerosene.

But the story does not stop here. GEAR will be further stimulating the economy of the village by buying the products of the skilled craftsman in Bomba to bring back to the U. S. for sale worldwide. Sales of their crafts will fund the next trip to a village in Belize to bring light, and the cycle will repeat itself. And, people worldwide will be privileged to own a well crafted and personalized product from the people in Bomba.

WorldatWork, an association of human resource professionals from FORTUNE 500 and other leading organizations worldwide, has released eight key predictions that showcase the trends and events that will change the nature of human capital management in 2008 and beyond. The predictions are intended to compel organizations and total rewards professionals to position themselves to take advantage of the coming changes, and not be blindsided by them. Preliminary findings were announced at the WorldatWork Total Rewards Asia Pacific Conference, which took place in early November in Singapore.

"In an environment where the global scope of opportunity and technology are all-pervasive influences, an organization’s interaction with a rapidly changing labor force will result in dramatic transformations in workforce management, work design, outsourcing and training," said Anne Ruddy, CCP, president of WorldatWork.

An exhaustive literature review of futurist books and articles coupled with critical analysis by WorldatWork knowledge leaders formed the basis of the effort. Several themes surfaced consistently and are captured in a white paper (available to media upon request).

These changes will require human resource practitioners to re-think their approach to managing human capital. Total rewards professionals must examine these predictions for opportunities to contribute to the business goals and actively define their role for the future.

The Future of Attraction, Motivation and Retention Literature Review white paper offers eight predictions about the future of work and the implications on the total rewards and human resource professions. The authors note that "the future" might already be here for some progressive organizations.

1. The successful organization of the future will excel at acquiring, organizing and strategically deploying global resources.

The WorldatWork white paper covers several implications for human capital strategy, including:

Labor Force – Workers will value job enrichment, flexibility and career development above job security and stability; employers will need to respond to this shift.

Work Design – Dramatic technological advances, i. e. telecommuting hubs and virtual worlds, will mean that being "at work" won’t necessarily mean being at the office. Managers must learn to manage what they can’t see.

Outsourcing – Organizations will look for ways to pull jobs apart to find pieces to outsource. Thought must be given to the motivation of workers assigned "pieces" of the work.

Training – Digital communities will flourish, and experts will assert themselves through these communities. Training will be available in small, readily accessible, easy-to-use modules for use at any time.

Due to depressed sales taxes as a result of declining housing prices, fiscal year (FY) 2009 will be the toughest year for state and local government information technology (IT) spending over the next five years, according to INPUT (http://www. input. com/default. cfm), the authority on government business. This will be the year when most IT departments will suffer from government-wide budget cuts and reduced fees from service to client agencies. (For most states and localities, FY 2009 runs from July 1, 2008 through June 30, 2009.) This and other insights on the state and local government IT market will be delivered at INPUT’s 3rd Annual State & Local MarketView event on June 4, 2008 at the Westin Tysons Corner.

“The worst of the budget cuts will be passing through in the coming fiscal year,” said Chris Dixon, manager, state and local industry analysis for INPUT. “Even states without major deficits, like North Carolina for example, are making necessary adjustments now to fend off a full-blown crisis. IT departments will have to share some of the pain next year, if only for symbolic reasons. However, at the end of the day, budgets cannot be balanced on the back of IT. Medicaid cuts, sin taxes, payroll and benefits adjustments, and tuition hikes are at the heart of the matter.”

INPUT remains optimistic about the prospects for health IT throughout the period as states scramble to contain Medicaid costs and prepare for the retirement of Baby Boomers. Justice/Public Safety and Homeland Security will remain active in response to the rising costs of prison systems and the ongoing effort to establish interoperable communications systems. In Social Services, states will continue developing child support enforcement (CSE) and child welfare information systems (SACWIS).

“We still have a number of drivers within this market that are virtually recession proof,” said Schalene Dagutis, vice president, state and local information services for INPUT. “This is a good time for determined vendors to weather the storm and outlast some of their fair-weather competitors. Government IT leaders will remember who was there for them in tough times. Vendors simply need to have a two-tiered business-development strategy with appropriate approaches and timelines for customers in good and bad financial circumstances. Vendors with a one-size-fits-all approach will struggle to gain traction.”

Career management authority Larry Keim’s research shows that the energy efficiency job market is estimated to grow by fourfold in the next decade, to 1.3 million people. Educational institutions are starting programs to train the managers who will oversee the technologies that will be used to conserve energy and help safeguard natural resources.

Larry Keim of Harlingen, Texas said that green jobs have been on the rise over the past two years. While there is much debate over the need for green jobs, and the cost effectiveness of many green initiatives, it’s a field in which some companies, and most certainly the government has begun to invest heavily.

The New York Times recently reported that the federal government is pouring $500 million into training for green jobs.

The demand for its managerial graduates prompted Lane Community College to accelerate its two-year program, with help from federal money. They are beginning a program that allows students to earn their energy management degrees. Tuition is subsidized as part of the federal stimulus funds, including a $2,500 tuition tax credit. Last year the college was awarded a grant for $890,000 from the federal government.

Keim’s research is supported by a WENY TV report that the clean energy industry alone is currently a $970 billion industry in the U. S. employing 8.5 million people; and that number may quadruple by the year 2030.

Larry Keim is a recognized career management authority and has been a guest lecturer at the College of New Jersey. He has also been a featured speaker for the New York Times “Networking Nights” presentations to career professionals and co-hosted a special one-day career marketing seminar to displaced workers who became unemployed as a result of the 911 tragedy in New York City.

Architectural Design Firm Challenges its People, Clients and Communities to Reduce their Carbon Footprint on April 22.

This Earth Day, more than 2,500 HOK employees on four continents are being challenged to "Go Barefoot (http://www. hok. com/pdf/gobarefoot. pdf)" by taking a tangible step toward reducing their carbon footprint. The architectural design firm is asking its people to alter their transportation, travel and work habits on April 22, to contribute to reducing the firm’s collective environmental impact.

HOK’s "Go Barefoot Day" initiative supports the firm’s commitment to reduce carbon emissions from its projects and practice by 50 percent by 2010. This goal reflects United Nations reports that recognize the role buildings play in contributing to greenhouse gas emissions.

"We are using Earth Day as a catalyst for making simple behavioral changes that will have a profound impact on our collective carbon footprint," says HOK Sustainable Design Director Mary Ann Lazarus. "After making this single-day commitment, we hope our people are inspired to make permanent, positive changes to their travel and work habits."

Through a series of online surveys, HOK employees worldwide are reporting their current transportation and office practices and committing to make specific changes on April 22 that will reduce their environmental footprint. These changes may range from taking public transportation or biking to work, to eliminating paper usage, to reducing use of disposable packaging. After Earth Day, the firm will measure the tangible collective impact of the initiative.

HOK has developed a "Barefoot blog" and educational poster to help employees identify, evaluate and share potential opportunities for modifying their behavior beyond the norm. These resources include examples of specific actions and their corresponding annual environmental impact.

"By quantifying the impact of simple behavioral changes, we can demonstrate how individuals can contribute to a significant reduction in carbon emissions," Lazarus says. "The blog will connect our people around the world and enable them to share their ideas, experiences and successes."

As part of the initiative, HOK also is inviting its clients, partners and local communities to join the firm in going barefoot for the day.

"We hope 'Go Barefoot Day' builds momentum beyond the walls of HOK and inspires our clients and communities to walk alongside us," Lazarus says.
