Leslie J. Cooksy, an Associate Professor at the University of Delaware and Founder and Director of its Interdisciplinary Graduate Program in Evaluation, will preside as 2010 President of the American Evaluation Association (AEA). Cooksy has more than two decades of experience as an evaluator and educator and takes the helm at a critical juncture in the association’s history and evolution. “Being selected President of AEA is an exceptional honor,” says Cooksy, a member since 1986. “With increased demand for evaluation globally and a growing membership base, the professional community and services that AEA provides are critical.”

Cooksy transitions into the presidency during an exciting era. The President Obama administration has emphasized the importance of evaluation and the Office of Management and Budget in October 2009 outlined new program review principles and offered additional funding to agencies that choose to develop and perform high-priority evaluation activities. The field of evaluation is growing internationally and AEA’s membership base has shifted from largely academic to practicing professionals. AEA meanwhile has doubled in size in the last five years, has taken on a more visible role in the arena of federal policy development and is in the midst of a transition to policy-based governance.

AEA is a professional organization that represents approximately 6,000 members around the world and is the largest in its field. AEA’s mission is to improve evaluation practices and methods, increase evaluation use, promote evaluation as a profession, and support the contribution of evaluation to the generation of theory and knowledge about effective human action. Its members are involved in assessing the strengths and weaknesses of programs, policies, personnel, products and organizations to improve their effectiveness.

Cooksy – recipient of AEA’s 1993 Marcia Guttentag Award in recognition of contributions to evaluation practice through her work then at the U. S. General Accounting Office - currently teaches Research Methodology and Evaluation in the University of Delaware’s School of Education and leads evaluation projects in the Delaware Education Research & Development Center in the University of Delaware’s College of Education and Public Policy. She is also a member of the Canadian Evaluation Association and the Eastern Evaluation Research Society and has experience working on international projects, as an evaluation consultant to the World Bank and as a former Peace Corps volunteer.

She speaks five languages and will draw upon past travel experience to inform her stay in the Netherlands: among other destinations, she says has visited Amsterdam and Roosendaal many times.

In addition, she spent last summer working in Brussels, Belgium, and toured Ireland and France before beginning a summer course in Dutch at the Universiteit Antwerpen in downtown Antwerp, Belgium. She previously earned a diploma in international management from a French business school during a study-abroad experience. 

Most recently, she won first prize for a paper she presented at an undergraduate research symposium held at the University of Pittsburgh. Her award was for the "Populations Ebb and Flow" panel of the Europe: East and West symposium, which explored the continent through presentations of multidisciplinary research.

Galloway is the latest in a tradition of Robert E Cook, IUP Fulbright recipients: Lori Felker (2000) Germany, Erica Shafran (2002) Austria, IUP graduate Betty Lanteigne (2003) Qatar, Abby Brewer (2004) Germany, Stephanie West (2004) Belgium, and Katie Kasubick (2005) Korea.

The 2009 Louis Braille Bicentennial Silver Dollar commemorates the 200th anniversary of the birth of Louis Braille, inventor of the Braille system, a vital tool used by the blind to read and write. This coin is the focal point of a national effort to bring awareness to the Braille literacy crisis.

The average person may wonder why Braille literacy is such an important issue, especially in this modern electronic age when there are so many technological alternatives to "old fashioned" reading and writing. For the blind in particular, there have been some remarkable advances in what is known as "assistive technology" to provide electronic alternatives to reading.

The world of assistive technology and the world of Braille literacy seem to be antithetical. If a blind person can use a hand-held reader, wouldn't that mean they don't need to be able to read Braille?

Michael Hingson, who is an expert in both Braille literacy and Assistive Technology, shared his perspective on the importance of Braille literacy in the technological age. Michael, who has a degree in physics, is a national public speaker, a prolific writer, and a 9-11 World Trade Center survivor is uniquely qualified to address these issues.

Michael is attending today's proceedings in Baltimore, as an Ambassador for Braille Literacy for the National Federation of the Blind. He is also the National Sales Director for the KNFB Reader Mobile, the first hand-held device that a blind person can use anywhere to access the printed word.

As a successful business person who is also blind, Michael Hingson is able to speak authoritatively on bridging the apparent divide between Braille and technology. The launch of the newly minted 2009 Louis Braille Bicentennial Silver Dollar is a perfect opportunity to dispel the misconceptions about the role of Braille and the importance of Braille literacy in America.

To appreciate why Braille literacy still important with all the new advances in assistive technology, one must first understand that Braille is a language. Electronic media such as audio books of all genres, whether educational, recreational, or artistic, are becoming increasingly popular ways to deliver content which enriches our lives, blind and sighted alike. But the primary basis for the information that is transmitted is language.

The process of language involves reading, writing, hearing and speaking. For a blind person, Braille is written language, the only way of engaging the reading and writing components of language.

The literacy rate for sighted people in this country is 98%; the literacy rate for blind people is 10%. 40 years ago, the literacy rate for blind people was 50%.

The 2009 Louis Braille Silver Dollar will help the National Federation of the Blind raise money for Braille literacy, as well as raise awareness of the crisis. One of their most important objectives is to change attitudes about Braille. As educational programs fall under the scalpel, it would be easy to be lulled into false complacency, that technology will solve all of our problems. As a nation, we cannot overlook access to language as a fundamental human right.

For blind people throughout the world, regardless of their native tongue, Braille opens up their ability to fully communicate and contribute to human culture. Despite its rich history and almost quaintly poetic story of how it originated, Braille remains as vital and "cutting edge" as the latest technology, as it is essential to our use of language and ability to communicate.

At this historic launch of the first-ever U. S. coin to feature readable Braille, we should consider the words inscribed on the coin itself: "Liberty; In God We Trust, Louise Braille 1809 2009" Liberty is one of the founding principals of our nation. The preservation and perpetuation of Braille as a vital, living language, ensures liberty and equality for everyone.

Eight CAYIN SMP-WEBPLUS digital signage players placed in reception areas have been adopted to control the playback contents of ten 40” and 65” NEC screens. Not limited to a one-way information broadcasting system, SMP-WEBPLUS will be extended to integrate with touch screens in the second phase of construction and therefore, will provide more interactivities and convenience. SMP-WEBPLUS, CAYIN’s web-based digital signage player, can support such functions as playback 720p HD video, Flash® animation, and HTML web page on portrait or landscape displays. The Roanoke, Virginia region has more undergraduate college students per capita than notable college hotbeds, including North Carolina's Research Triangle, Boston-Cambridge, Austin and San Francisco Bay, according to new data released by the Roanoke Regional Partnership.

Within an hour's drive of the Roanoke, Virginia region are nearly 90,000 undergraduate students at 19 institutions of higher learning, from renowned liberal arts colleges to Virginia Tech, the state's largest research university. Two additional schools are graduate-only institutions.

With a total population an hour in any direction from downtown Roanoke of more than 833,000, that means a per-capital undergraduate college student ratio of 0.108, research conducted by the Partnership shows.

By comparison, the San Francisco Bay comes in at 0.060, with the Research Triangle at 0.057 and Boston-Cambridge and Austin tied at 0.049 (see box below).

"The Roanoke region is surrounded by some of Virginia's, and the nation's, most recognized colleges and universities," says Beth Doughty, executive director of the Roanoke Regional Partnership, which tracks data about business and quality-of-life issues.

"While many people from the region choose the local colleges and universities for higher education, these institutions also attract diverse student populations from around the United States and the world who enjoy outdoor recreation like the Appalachian Trail and Smith Mountain Lake as well as a vibrant arts scene."

The Awards, named for the Folk Alliance’s co-founder, the late Elaine Weissman of the California Traditional Music Society, honor two artists and one business person each year who have devoted their life’s work and talent to the advancement of the performing folk arts.

“We are delighted to announce this year’s stellar recipients,” said Folk Alliance Executive Director, Louis Jay Meyers. “On behalf of the board and the membership, it will be a great pleasure to make these presentations. The added poignancy of the award to Clifton Chenier puts a human face on the recent tragedy for the music community in New Orleans and the larger communities of the Gulf Coast.”

The undisputed “King of Zydeco,” Clifton Chenier blended the traditional French and Cajun two-steps and waltzes of southwestern Louisiana with New Orleans electric rhythm and blues, Texas blues, and big band jazz to create the modern style known as zydeco. Chenier received a National Heritage Award in 1984, the highest honor given by the National Endowment for the Arts to folk and traditional artists. He also was the first Creole to be presented a Grammy on national television.

Born in 1925 in Opelousas, La., to sharecroppers, Chenier learned the accordion from his father, who played at dances. By the age of 16, he played accordion with his brother Cleveland on frottoir [washboard] at house parties. In 1955, he came to national attention with his hit, “A ‘Tit Fille” (Hey Little Girl), a cover of a Professor Longhair song. Chenier then left day jobs — ranging from working the sugarcane fields to driving trucks -- and from the 1960s to the 1980s toured with his bands, the Zydeco Ramblers and the Red Hot Louisiana Band until one week before his death in late 1987.

A documentary video of Chenier's performances at the San Francisco Blues Festival, the New Orleans Jazz and Heritage Festival and on Louisiana television was released by Arhoolie Records.

Tom Paxton is probably the funniest of the topical folk singer/songwriters who emerged in the 1960s. Born in Chicago, Paxton moved to Oklahoma as a boy and later graduated from the University of Oklahoma. He joined the army and after his service, moved to New York and began singing in coffeehouses. "Thirty years ago Tom Paxton taught a generation of traditional folksingers that it was noble to write your own songs...” says Guy Clark

His first national release was “Ramblin' Boy” on Elektra Records in 1965. In addition to his own renditions, Tom’s songs were recorded by a variety of fellow performers, including Peter, Paul & Mary, and Judy Collins. He continued to write satiric topical material such as “I’m Changing My Name to Chrysler” about the government bailout of the automaker, and “Little Bitty Gun,” which spoofed Nancy Reagan. He also takes on serious topics such as his account of “The Death of Stephen Biko,” as well as lyrical ones, such as “The Last Thing on My Mind.”

Folklorist, and collector the late Kenneth Goldstein produced more than 200 albums for various labels, including such artists as Woody Guthrie, Cisco Houston, Lead Belly, Odetta, Peggy Seeger, A. L. Lloyd, Ewan MacColl, Isla Cameron, and Lou Killen. His book, "Guide for Field Workers" is a standard text for those in the field.

Kenneth saw records as a way of educating people about the music they were hearing and wrote extensive liner notes. He became an advisor to the Philadelphia Folksong Society in the formative years of the Philadelphia Folk Festival, mixing “name” artists with lesser-known traditional artists whom audiences might otherwise not have heard.

For nearly 30 years, he taught folklore and folklife at the University of Pennsylvania, and held visiting appointments at universities in the United States, Canada, and the UK. Throughout his career until his death in 1995, Goldstein sought to make folk music and traditions available to the world at large.

And what sort of "statement" does Pioneer want Tuners to make by adding powerful amplifiers and subwoofers to their cars, which are already loaded with loud, illegal racing equipment? "That they have the right to disturb the peace from a mile away," said Ted Rueter, Noise Free America's director. "That they should have feelings of aggression and hostility toward society. That they have the right to assault communities. Pioneer and other electronics companies are supporting violence, thuggery, and delinquency."

Pioneer hides its violent, vulgar advertising campaign from the public, by selecting targeting print media within the macho industrial complex. It adverties in "mobile entertainment enthusiast publications" (Super Street and Euro Tuner), "urban music publications" (Vibe and The Source), and men's magazines (FHM and Maxim). These publications are dedicated to the complete toxic testosterone lifestyle: NASCAR, guns, violent video games, rap videos, tattos, steroids, street racing, heavy metal music, action movies, penile implants, T and A, power equipment, off-road vehicles, huge television screens, and tough-man contests.

Each Pioneer ad contains a one-word slogan ("Disturb," "Defy," "Disrupt," and "Ignite") designed to get Tuners to move from a published page to a web-based one. The web pages come complete with mini-movies, animated commercials, and Pioneer product information. One of Pioneer's web-based videos shows a young man joking that his car stereo was so loud it sent a small child screaming to his mother. Another adolescent Tuner laughs at using his inheritance (intended for his education) on a $30,000 car stereo system.

According to Rueter, "Pioneer is not the only electronics company to use aggressive, malicious themes to promote boom car equipment. JBL gloats, 'Either we love BASS or hate your neighbors.' JL Audio warns, 'Be Very Afraid.' MSX swaggers that is it "proud to be loud.' Kicker asserts, "You deserve a bearing...Kicker's loudest, meanest subwoofer ever.' Concept blusters, 'When TOO loud...is just right!" Lightning Audio promises 'sonic submission.' Boss Audio System advises, 'Turn it down? I don't think so.' Cerwin-Vega Mobile Audio vows to 'Shake the Living, wake the dead.' Crossfire crows, 'We're louder....Deal with it!' Earthquake Sound offers 'the Meanest, Loudest, Most Powerful, Mother F--- Amplifiers Money Can Buy.'"

Rueter commented that "Pioneer Electronics and other manufacturers of car stereo equipment are promoting mean streets and mean people. Boom car advertising champions brutality, savagery, and acoutic terrorism. Boom car equipment is at the core of a vicious, violent, anti-social subculture. The nation needs to take strong action against the growing menace of loud car stereos."

The program enables students and teachers to explore the world's geography and history through the myStory ambassadors, a virtual travel digital game, a student journal, and hands-on activities. myWorld Geography also expands students' social studies skills beyond mapping and graphing by integrating 21st century learning, like innovation, collaboration, information, and media and technology skills, into the print and digital components.

To simplify global statistics, which teachers report can be abstract and difficult to understand for some students, the myWorld authorship team incorporated a "myWorld in Numbers" element into every chapter, helping middle graders make connections to data and develop the skills associated with using data to make decisions.

Students gather information to complete the assignment by watching video interviews and stories, working through simulations, completing animated activities, and analyzing and examining maps, data, artifacts, and primary sources. They capture their thoughts and record their observations in a PDA "tracker" and send their "assignment" directly to their teachers.
