The cost of hiring a contractor in California will increase by up to 400% after October 1 as a result of new EPA and State lead-based paint regulations most consumers and real estate professionals are unaware of. The new rules, passed earlier this year, require any firm performing repairs, remodeling or paint work on homes built before 1978 to earn new certification and hire expensive third-party labs and disposal companies. These additional mandatory steps will add as much as two or three weeks to a typical repair job, creating costly delays in real estate transactions.
