IBM EXEC TAPPED AS NEW PRESIDENT OF

NATIONAL ACADEMY OF PUBLIC ADMINISTRATION

 Washington, DC – October 2, 2003 – C. Morgan Kinghorn, nationally recognized financial consultant and and former federal government executive, has been chosen as the new president of the National Academy of Public Administration (www. napawash. org), the corporation chartered by Congress to provide “trusted advice” to government entities on issues of governance and management. Kinghorn, who began his new position on October 1, comes to the Academy from IBMÂ’s Business Consulting Services where he led over 650 consultants and 15 partners in the Public Sector Financial Management Practice. The practice includes all public sector financial management activities in the Americas, including state and local governments, central governments, education and health care industries.

 Mr. KinghornÂ’s background includes numerous public service positions, including Controller and Chief Financial Officer of the Internal Revenue Service, Director of the Financial Management Division at the Office of Management and Budget and Budget Director, Controller, Acting Assistant and Deputy Administrator for Administration and Resource Management at the Environmental Protection Agency.

 A Fellow of the Academy since 1992, Kinghorn has been awarded the Presidential Distinguished and Meritorious Presidential Rank Awards, the Donald Scantlebury Award for financial management in the federal government, and has been named Executive of the Year by the Senior Executive Association. In 2000 he received the Andy Barr Award from the Association of Government Accountants which is awarded annually to one individual from the private sector who does the most to promote integrity in public service.

In addition, Kinghorn is the co-author of two books, Public Dollars Transformation and Public Dollars, Common Sense, and has testified before Congress on numerous occasions to counsel them on the NationÂ’s financial concerns.
