Brad Pitt has reportedly said it's his "goal" to bring back the mustache. He's clearly getting his wish. Now that having a mustache is cool again, men everywhere are joining the cause and saving the mustache from extinction.

One year after bankruptcy reforms touted as an overhaul of the consumer bankruptcy process took effect, the vast majority of people who could have filed bankruptcy under the old law are still eligible to file—and increasing filings across the country indicate that consumers are beginning to realize the option is still available. The most significant changes noted have more to do with increased costs and increased paperwork than with any substantive change. In the end, it seems, consumers are paying more, consumer bankruptcy attorneys are working harder, Trustees are reviewing more paperwork, credit counseling agencies are backed up and often providing services at a loss…but the end result has changed very little. Before the Bankruptcy Abuse Prevention and Consumer Protection Act took effect on October 17, 2005, a landslide of advertising, media reporting, and rumor combined to create the impression that after October 17, many people would no longer be able to file for bankruptcy (http://www. totalbankruptcy. com) protection.

The message got out; hundreds of thousands of people filed for bankruptcy in the last few weeks leading up to the bankruptcy law change (http://www. totalbankruptcy. com/bankruptcy_law_updates_year_later. htm). But when the dust settled, it turned out that nearly everyone who could have filed for bankruptcy protection before the law change still could.

After the law change took effect there was, indeed, an abrupt drop-off in bankruptcy filings. In November, 2005 there were only 5,460 consumer Chapter 7 bankruptcy (http://www. totalbankruptcy. com/learn_about_chapter_7_bankruptcy. htm) filings across the country. Briefly, it appeared that the changes in the law had “worked” and the “bankruptcy problem” was at an end.

But Congress overlooked a few things in addressing the bankruptcy problem: increasing interest rates, a growing number of adults without adequate medical insurance coverage, skyrocketing energy prices, and the simple fact that most bankruptcies had always been triggered by catastrophic life events like divorce, death in the family, or huge medical expenses.

The major changes that actually took place with the bankruptcy law change are:

1. Consumers must now complete a credit counseling briefing with an approved agency before filing bankruptcy and a debtor education course before receiving a discharge. Early reports from credit counseling agencies indicated that fewer than 4% of prospective bankruptcy filers were found to have any other realistic options.

2. Consumers face increased costs in the form of higher filing fees, higher attorney fees triggered by additional paperwork and investigation required under the new law, credit counseling fees and debtor education course fees.

3. Attorneys and Trustees have more paperwork to review, and attorneys have greater responsibility to verify information provided by clients.

The highly publicized Chapter 7 means test (http://www. totalbankruptcy. com/means_test. htm) that would disqualify “abusive” filers turned out to have very little impact at all, since most Chapter 7 filers have incomes below their state medians.

So, after nearly ten years of lobbying by the consumer credit industry and then a year of observing the new law in action, consumer bankruptcy has very nearly come full circle.

The vast majority of people hoping to file for Chapter 7 bankruptcy still can. The vast majority of debts that were dischargeable one year ago are still dischargeable today. And the economic difficulties that pushed consumers into bankruptcy before the law change are still with us. Filings are climbing every month, and most experts predict approximately one million consumer bankruptcy filings by the end of 2006.

110 artists to celebrate “all things trout” in beautiful forest setting, surrounded by family fun, food and live entertainment.

Family fun will be plentiful in the Eastern Sierra this Labor Day weekend, September 2,3 and 4, 2006, as Mammoth Lakes celebrates “all things trout” and the art of fishing with its 37th Annual Labor Day Festival of the Arts.

In addition to the 110 fine art and contemporary craft booths, activities will include live music, trout cooking demonstrations, wine tasting, food and beer from local restaurants, fishing product booths, roving entertainment and a special kid zone with trout-related games and contests.

The festival will be held at Sam’s Wood Site, a 4 ½ acre forested area on Minaret Road between Main Street and Meridian. Hours are 10 a. m.- 6 p. m. on Saturday and Sunday, and 10 a. m.-5 p. m. on Monday. Admission and parking are free.

“This event is simply magical,” said Festival Director Gaye Mueller. “Held in the most beautiful forest setting, the festival offers fine art and contemporary crafts of amazing quality. The calming music and whimsical entertainment create such a pleasant atmosphere.”

Mammoth’s Labor Day Festival of the Arts is presented by the Mammoth Art Guild in conjunction with the Town of Mammoth Lakes’ Million Dollar Troutstock, also happening over Labor Day Weekend with its headquarters at Sam's Wood Site.

As expected, mountain and nature themes will be prevalent in the arts and crafts available – log furniture, photography and paintings of the Sierra, handmade jewelry, metal art for the yard, ironwork and pottery for the home, hand-painted and hand-woven clothing, tapestry handbags, intricate antler art, and, true to the event’s theme, “trout everywhere,” said Mueller.

Attendees will be treated to a variety of offerings in the food court area – including traditional “kid-friendly” foods – hot dogs, etc., homemade pies, Thai Chinese, and a wide variety of teas from a local tea gallery. Beverages will include wine tasting and selections from Mammoth Brewing Company.

Entertainment will also be plentiful at the festival, with the main stage area featuring Bolivian flamenco fusion with an Afro-Peruvian beat, the Sierra Studebakers Blue Grass Band, and The Bishop Big Band, a festival favorite, playing swing music at 1 p. m. and 3 p. m. on Sunday.

Roving clowns “Sonny” and “Twinkie” will offer balloon creations for children of all ages. The Magical Moonshine Puppet Theater will entertain the younger art enthusiasts with their outrageous folktales.

“There’s plenty of lodging and camping in Mammoth,” confirmed Mueller, “and we’ll have our usual mild temperatures, clean air and sunshine. We encourage everyone to spend their last weekend of summer playing in the Sierra at Mammoth’s premiere art festival. What could be better?”

Sneak Peek of Summer 2007 “Trail of the Trout”

Those attending the festival will also get a sneak peek at a few of the sculptures to be included in the Mammoth Art Guild’s largest undertaking to date, a 150-mile “Trail of the Trout” that will debut in Summer 2007. The trail will include around 50 six-foot fiberglass trout sculptures hand painted by local artists and placed along Highway 395 from Lone Pine to Bridgeport.

Five propane-fueled vehicles were available for test-driving today at the Mobilizing North Carolina conference, in Raleigh, N. C., to showcase propane’s use as a clean, cost-effective alternative fuel. Alliance AutoGas and Roush Performance, with support from the Propane Education & Research Council (PERC), displayed a Ford Crown Victoria police sedan, a Mercury Grand Marquis, two F-250 pickup trucks (regular and crew cab), and an F-350 truck.
 
The one-day event, called CARE for clean air and renewable energy, featured alternative fuels and advanced transportation technology solutions that can help meet the state’s air quality, energy, and transportation needs.
 
A PERC representative spoke during an alternative fuels session called “Transportation Technology Options.” Other speakers included North Carolina Senator Josh Stein and state government officials.
 
“Propane vehicles have been in use since 1913. It’s a well-established fuel that increases energy security and improves the environment,” said Brian Feehan, vice president of PERC. “With more than 270,000 propane-fueled vehicles in the United States and 14 million worldwide, propane is widely used, and we’re thrilled that the beautiful state of North Carolina is pursuing propane and other alternative fuel options.”

According to the Department of Energy, North Carolina uses the most propane transportation fuel with 17 percent consumption, followed by California (11.5 percent), Michigan (6.9 percent), and Texas (6.4 percent). DOE also reports that propane vehicles currently on U. S. roads displace more than 150 million gallons of gasoline each year.
